Chapter 6 - The Man Behind the Routes

The morning Brendan Gallagher was arrested, Khloe Dawson should have felt free.

Instead, she woke in a guarded penthouse with two locks on every door.

Gallagher had been charged.

Liam’s conviction was under review.

Maya was safe.

Federal agents had rescued twelve people from Port Newark.

But Viktor Malkin was still somewhere outside.

And he wanted Khloe.

Elias stood at the window, speaking quietly into his phone.

Khloe entered the room.

“What did they find?”

He turned.

“Nothing useful.”

“That’s not true.”

“Khloe.”

“Every time you say my name like that, you’re about to lie.”

Elias almost smiled.

Then stopped.

“Malkin left the country two weeks ago.”

She stared.

“Then why was someone at the cemetery?”

“Because he has people here.”

“Who?”

“We don’t know.”

Khloe crossed her arms.

“So what’s the plan?”

“You stay here.”

“No.”

“Yes.”

“That isn’t a plan.”

“It is if you cooperate.”

She looked at him.

“You’re funny when you pretend I take orders.”

His mouth moved slightly.

Then Dominic entered.

“We have a problem.”

Elias turned.

“What?”

“Gallagher’s attorney just filed a motion claiming coercion and evidence contamination.”

Khloe frowned.

“Can he get out?”

“Not likely.”

“Then what’s the problem?”

Dominic placed a document on the table.

“Someone inside the department altered one of the chain-of-custody logs.”

Elias looked down.

“Meaning?”

“Meaning Gallagher still has help.”

Khloe thought of his final words.

You have no idea who protects Malkin.

“Who signed it?”

Dominic pointed.

Deputy Commissioner Alan Voss.

Elias stared.

Khloe remembered the name from her father’s files.

“Dad had him listed.”

“Yes.”

Dominic opened the ledger.

“Payments from Sable Maritime.”

Elias’s expression hardened.

“Voss is the protection.”

Dominic nodded.

“And he’s still active.”

That changed everything.

A corrupt detective could disappear.

A deputy commissioner could bury evidence.

Misdirect raids.

Leak addresses.

Warn suspects.

Maybe even find Maya again.

Khloe felt sick.

“We need to expose him.”

Dominic looked at Elias.

“We need proof stronger than a ledger entry.”

Khloe thought.

“Gallagher.”

Elias understood.

“He might talk.”

“Why would he?”

“Because men like Gallagher only stay loyal while loyalty protects them.”

Dominic frowned.

“Voss could have him killed in custody.”

“Exactly.”

Khloe looked between them.

“So tell Gallagher Voss is abandoning him.”

Elias studied her.

“That’s manipulation.”

“Yes.”

“You’re learning.”

“I had terrible teachers.”

By afternoon, Gallagher’s attorney requested an emergency federal meeting.

The bluff worked.

Gallagher wanted protection.

In exchange, he offered names.

Routes.

Officers.

And one meeting location used by Alan Voss.

An old maritime museum office scheduled for demolition.

“He’ll come tonight,” Gallagher said through the glass.

Khloe watched from the observation room.

“How do you know?”

Gallagher smiled bitterly.

“Because I told him I hid a copy of the ledger there.”

Elias looked at the federal prosecutor.

“Trap?”

“Probably.”

Khloe asked, “Can we use it?”

The prosecutor hesitated.

“We can monitor.”

Elias immediately said, “Khloe stays out.”

She looked at him.

“You don’t decide that.”

“I do when Malkin wants you.”

“No.”

“Khloe.”

“Voss doesn’t know you have me involved.”

“He knows everything.”

“Then use that.”

Elias stared.

She continued.

“He expects you to protect me.”

“Yes.”

“So don’t.”

His expression darkened.

“What are you suggesting?”

“Let him think I’m alone.”

“No.”

“It could bring him out.”

“No.”

“You said evidence matters.”

“Not more than your life.”

The room went quiet.

Khloe stared at him.

Elias realized what he had said.

But he didn’t take it back.

For a second, all the fear and exhaustion between them disappeared.

Khloe spoke softly.

“My life is exactly why we do this.”

Eventually, they compromised.

Khloe would enter the museum office.

Wearing a wire.

Agents everywhere.

Elias in the next room.

Dominic monitoring exits.

At 9:42 PM, Alan Voss arrived.

Sixty-two.

Silver hair.

Expensive coat.

The face of a man who had spent decades appearing on television beside mayors.

He saw Khloe and smiled.

“Michael’s daughter.”

Khloe’s skin chilled.

“You knew my father.”

“Very well.”

“You helped kill him.”

Voss sighed.

“Your father killed himself by refusing to understand when a case was over.”

Khloe controlled her breathing.

“So Gallagher worked for you?”

“Gallagher worked for money.”

“And Malkin?”

Voss smiled.

“Malkin works for survival.”

“People were being sold through the docks.”

“People have been moved through ports since ports existed.”

Khloe stared at him.

He said it with no shame.

No emotion.

“Did Elias Russo know?”

Voss laughed.

“Not until recently.”

Khloe felt unexpected relief.

Voss continued.

“His father knew enough to be dangerous, not enough to be useful.”

“Where is Malkin?”

Voss looked at her.

“Closer than Elias thinks.”

Khloe’s pulse increased.

Voss took one step forward.

“Take off the wire.”

Khloe froze.

He smiled.

“Do you really think I survived thirty years by forgetting what microphones look like under silk?”

The side door opened.

Two men entered.

Not police.

Elias’s voice sounded through Khloe’s earpiece.

“Move now.”

Agents surged.

But Voss grabbed Khloe’s arm and pulled her toward the rear exit.

She twisted free.

One of his men blocked Elias.

Dominic tackled the second.

Chaos erupted.

No gunfire.

Just bodies colliding in a narrow corridor.

Khloe ran.

Voss followed.

She reached the stairwell.

A hand caught her coat.

She spun and shoved him away.

Voss stumbled.

Elias appeared below.

“Khloe!”

Voss reached for her again.

Khloe slammed the fire door.

It struck his shoulder.

He fell backward onto the landing.

Agents swarmed him.

Finished.

Khloe stood against the wall, shaking.

Elias reached her.

He didn’t touch her immediately.

“Are you hurt?”

“No.”

“Are you sure?”

“Yes.”

Then she stepped forward and wrapped her arms around him.

Elias froze.

Only for one second.

Then held her.

The entire building seemed to disappear.

Later, Voss talked.

Not because he regretted anything.

Because he wanted a deal.

He gave them financial accounts.

Safe houses.

Names.

And one location for Viktor Malkin.

A private airfield in New Jersey.

A plane was scheduled to depart before dawn.

Elias and federal agents arrived first.

Viktor was arrested before boarding.

No shootout.

No final battle.

Just an old man in an expensive coat staring at Elias with hatred.

“You ruined your father’s empire.”

Elias looked at him.

“No.”

He glanced toward the agents.

“I ended the part that should never have existed.”

Viktor smiled.

“You think that makes you good?”

“No.”

Elias’s voice was calm.

“It makes me responsible.”

By sunrise, it was over.

Or almost.

Khloe received a call from Liam’s attorney.

She answered.

Listened.

Then covered her mouth.

Elias looked at her.

“What?”

Tears filled her eyes.

“Liam’s charges are being dismissed.”

Maya screamed when she heard.

Antonio cried.

Even Dominic looked away for a second.

But the prosecutor had one more piece of news.

Michael Dawson’s cause of death had been reopened.

Evidence from Voss’s files showed Gallagher had paid a private medical contractor to falsify toxicology records.

Khloe’s father had not died naturally.

He had been poisoned.

Gallagher had known.

Voss had approved it.

Khloe sat in silence after the call.

Elias stayed beside her.

Eventually she whispered:

“He died because he tried to protect us.”

Elias shook his head.

“No.”

She looked at him.

“He died because corrupt men decided protecting themselves mattered more than his life.”

Khloe cried.

Not the terrified tears of the Onyx Room.

Not the desperate tears after Maya disappeared.

These were different.

Grief finally allowed to exist without fear standing behind it.

Elias sat beside her until sunrise.

And when the light reached the windows, Khloe realized something.

For the first time in years, no one was waiting outside her door to take her money.

No one was calling to threaten Liam.

No one was watching Maya.

No one was telling her to stay silent.

She was free.

But freedom left one question neither she nor Elias had answered.

What happened when the danger was gone?

May you like

What happened to them?
