Chapter 12 - The People Who Came Forward

Barnes's conviction opened another door.
Not every accusation resulted in charges.
Not every complaint proved misconduct.
Evelyn insisted on that distinction publicly.
But people who had once been afraid began requesting independent reviews.
Families brought documents.
Former deputies offered testimony.
County officials authorized audits.
Systems changed.
Body-camera policies were tightened.
Evidence-retention procedures were revised.
Independent review mechanisms were established.
Dennis cared about those changes more than headlines.
One evening, Deputy Mercer visited.
He wasn't wearing a uniform.
“I resigned.”
Dennis nodded.
“You okay?”
“No.”
It was an honest answer.
Mercer had to live with the false statement he'd signed.
Cooperation did not erase responsibility.
“I should've spoken sooner.”
“Yes.”
Mercer looked surprised.
Dennis continued.
“But you spoke.”
“Does that make up for it?”
“No.”
Mercer lowered his eyes.
“It gives you somewhere to start.”
Mercer nodded.
That was all.
Redemption wasn't a receipt.
You didn't pay once and become clean.
May you like
You lived differently afterward.
Dennis understood that too.
